What's up with that D.C. reflecting pool?

So, this one really got my attention, thinking about summer. Some folks are talking about the reflecting pool in Washington D.C. It got a whole renovation, right? But now, just before the Fourth of July, people are saying it’s still looking pretty green. Kind of a head-scratcher, isn't it?
