Simi Valley Buzz: Reservoir Water & Firefighting Costs?

Over by the local reservoir, folks noticed all those aircraft making endless trips for the Sandy Fire. There's been some chatter about who picks up the tab for all that water. Makes you wonder, doesn't it, especially when our local resources are being used so much.
