Ojai Housing Project Chatter

Word got around quick in Ojai about the City Council. There's been some chatter following a grand jury report, with a few locals mentioning concerns about a housing project potentially skipping competitive bidding. It’s just talk, but definitely a hot topic. Thoughts?
